در  دوران استبداد صغیر  که محمد علی شاه با دشمنی به مشروطه در سال ۱۹۰۸  میلادی مشروطه مجلس را به توپ بست  ابراهیم حکیمی و موسی حکیمی و ممتاز الدوله  (اسماعیل ممتاز) به سفارت فرانسه در ایران پناهنده شده در آنجا بست نشستند.    بعدها دشمنان سیاسی ابراهیم حکیمی با مغلطه تاریخ شایع کردند که او به سفارت انگلستان پناهنده شده بود. این دو نامه «رونوشت برابر اصل» از شاه  و  از وزارت خارجه  به سفارت فرانسه می‌باشد.  ابراهیم حکیمی آنجه که در آن  روز خونین دیده اینطور بازگفته (اگر جارچوب زیر کارنکرد از اینجا میتوانید پرونده را دریافت نمایید)

In 1908 Mohammad Ali Shah Qajar made his move against democracy and the new parliament in Iran. This started a bloody period in the history of the Constitutional Revolution known as the "Minor Dictatorship".  It was a bloody affair as he used the Persian Cossack Brigade commanded by Russian officers to bombard the parliament building in Tehran and againt his own people. Those lucky enough to escape, sought santuary where they could. Ebrahim Hakimi, his brother General Moussa Hakimi (Nazm ol Saltaneh) and Esmaeel Momtaz (Momtaz  é Doleh) managed to reach the French Legation having hidden Amin é Doleh gardens. Below is Ebrahim Hakimi's description of the events and he hid behined some vines after witnessing the cossacks murder the M.P. for Tabriz Haj Ebrahim Agha without hesitation.  The two letters above are on French Legation's letterhead and are certified copies of two letters received by the embassy from the Shah and the Iranian Ministry of Foreign Affairs stating the lives and property of EH, MH and EM are safe and they can end the sanctuary. 

Much of Iranian politics has always been driven by innuendo and slandar.  The political enemies of the Ebrahim Hakimi spread rumours during his premiership that he had gone to the British Embassy and repeating the often repeate slandar of Hakimi's being anglophiles.
